Lord Davies of Oldham moved, as an amendment to the motion that the regulations be approved, at end to insert "but this House regrets that the Regulations will end a successful savings scheme; will not protect those on the lowest incomes and those with disabilities; will widen inequality and fail the test of fairness; and will not foster a savings culture in the next generation."
