Lord Strathclyde moved that Standing Order 46 (No two stages of a Bill to be taken on one day) be dispensed with on Tuesday 7 December to allow the Savings Accounts and Health in Pregnancy Grant Bill to be taken through its remaining stages that day. Then Lord McKenzie of Luton moved, as an amendment to the motion, to leave out from “that” to the end and insert “it is desirable that the Savings Accounts and Health in Pregnancy Grant Bill should go through its legislative stages in a timetable which allows this House to scrutinise the provisions of the Bill and allows both Houses to pass the Bill without recourse to enactment under section 1 of the Parliament Act 1911”.
