Lord McKenzie of Luton moved that this House regrets that, notwithstanding the Reasoned Opinion from the European Commission, the Energy Performance of Buildings (England and Wales) (Amendment) (No. 2) Regulations 2015 have been introduced without proper consultation and without the additional resources necessary being made available; and calls upon the Government to address the concerns raised by the Chartered Trading Standards Institute and the Association of Chief Trading Standards Officers, particularly concerning the capacity and resources available to local weights and measures authorities to fulfil the additional duties imposed on them under the Regulations (SI 2015/1681).
