Lord Roborough moved, as an amendment to the motion to approve the Regulations, at end insert “but that this House regrets that the draft Regulations will not require Natural England to take into consideration the financial viability of development and in particular other requirements for affordable housing, education, health and infrastructure contributions placed on the developer. ”
