Lord Farmer moved that this House regrets that the Prison (Governor’s and Adjudicators’ Punishments) (Amendment) Rules 2026 remove and restrict social visits as a punishment despite (1) the potential effects on rehabilitation, prisoner behaviour and family relationships, (2) prison governors’ hesitancy, and (3) the lack of an assessment of likely impacts.
