Amendment summary
Lord Leigh of Hurley moved, as an amendment to the motion to approve the Regulations, at end to insert “but this House, while recognising the importance of effective targeted sanctions, regrets that the Regulations permit designation on suspicion of indirect involvement, benefit or association without clearly defining those terms; notes the absence of safeguards to protect lawful trade with Israel within its pre-1967 lines; and calls on His Majesty’s Government to (1) confirm that such trade will not be affected by these Regulations, (2) publish clear designation criteria and an evidence-based framework to ensure consistent global application, and (3) provide an impact assessment and annual report to Parliament on the operation of the regime.”
